Many researchers have went into a lot of hustle and bustle to make out the quality, aims, strategy, and activities of the council. But due to the fact that the council is somehow clandestine, not enough information has been published about it. However, one can state the reason for establishment, goals, members, and kind of influence of the council in brief.

The capitalists appointed someone named Edward M. House as advisor to Wilson. He appointed the cabinet members and things got so far that Wilson had to say "Mr. House is my second personality. He is me in another mold.”
One of House’s actions in 1919 was the establishment of the foreign relations council. Shul Zinger in his book wise people, which is in fact a history of the foreign relations council, refers to the council members as "Nearly all of them were bankers or lawyers.” Nearly the same make up remained for years to come. In fact American bankers had come to the conclusion that to yield more influence, they should officially, but semi clandestinely launch a committee for putting their thoughts together, make policies, and yield influence.
Objectives of the council

The round table was an organization established by gold and diamong king Cicil Rhodes in the UK. The mission of the organization was to materialize a new global order. Rhodes in his will famous as the wills of the clandestine association said his objective was to expand the rein of the UK all over the world. His heir was Lord Richfield who in 1891 used his assets to launch the maze like round table as a replica of the clandestine associations. The members of the round table in the UK formed an organization called the royal organization for international affairs. With their encouragement, the foreign relations council was launched in the US.
General House, the mysterious figure of the Wilson government, bakced by Walter LIppman, John Foster Dulles, and his brother Allen Dulles, and Christian Herter, after a meeting in Paris with members of the round table formed the foreign relations council.
The highest ranking financial rulers of the US after the first world war, that is the Morgan group, Rockefeller, Cohen Bank, Lupe and shareholders, Bank Dillion Reed and shareholders, Bank Herriman, and the Brown Brothers Bank had representatives in the council.
The foreign relations council is also known as the organization, the invisible government, and the Rockefeller department of state. This semi clandestine organization is no doubt the most influential political group in the US.
The members of the foreign relations council are some 1500 people from the highest ranking heads of state, labor, trade, finance, organizations, charity organizations, communications, and universities. Although this council has had its grip over the entire key governmental positions since the time of president Franklin Roosevelt, not even one out of a thousand Americans seem to have heard about the name.
James Perlaff, writer of the shadows of power, also believes that the same council dragged the US into the second world war. With documents he represents, he wirtes: Franklin Roosevelt in the second round of presidential elections won with the motto no entrance to the war.
In his speech on October 30, 1940, FDR said: I have told you before, but would say again, that your sons are not meant to be sent to any war outside the US.
