American neoconservatives believe that in the current situations the Middle East acts in an anti-systemic way. They believe there is only one region, the Middle East, which resists the Western capitalist system as well as efforts to security the future of Israel. Under such circumstances, as the first priority, there is the plan to subjugate or confront those countries that oppose the American hegemony. As the second plan, there is the building of the New Middle East, which relates to those countries that are still away from democracy as seen by Americans.

In the book "The Axis of Evil, an Account of World Domination after 9/11” published by the Islamic Revolution Documents Center, a part concerning US excuses to confront Iran’s nuclear program reads:


After changing Afghanistan and Iraq as well as the rest of the Islamic World, as a part of their plan’s final stage, the US are pursuing a change of conduct in the Islamic Republic or its collapse from inside. Two weeks before the US military invaded Iraq, Pentagon’s head of advisors Richard Pearl had summarized the objectives of the invasion as changing the political and geographical map of the region, including change of conduct in Iran. The same point was later mentioned by the head of Iran desk at the CIA as "approaching Iranian borders.”

But the US has failed so far to meet its objective. It seems that Iran is the spot for all US presidents to test their policies. This is why they have always resorted to new excuses.



The present approach of US officials to Iran is heir to the policy of containment that was proposed 47 years ago by George Canon to preclude the spread of communism and fight the USSR. He had said: The US should intensify its pressure on the USSR in order to crush and gradually dissolve the power of the USSR.


The two-sided containment policy was first mentioned in early 1993 during the presidency of Bill Clinton, referring to Iran and Iraq. The proposal was prepared by such figures as then US foreign secretary Warren Christopher, the Jewish-Zionist lobby in the US department of defense, the state department, as well as US national security council.


Martin Indica, then foreign relations office at the national security council, for the first time announced the plan in May 1993. He said: The US policy in the Persian Gulf region should be based on the double-sided containment strategy. The US should consider the current strategic situation that has been created following the siege of Kuwait by Iraq and make best of it.


Referring to this later, Clinton said: We have pledged to stand up against Iran’s support for terrorist groups as well as its efforts to gain access to chemical weapons and its campaign against moderate regimes. Our policy is quite clear: to weaken and isolate those who endanger a peaceful future for the people in the region. This was referred to by some Western media as the new cold war. We may consider as part of the containment policy such measures as plans to prevent Iran’s military clout, limited access to modern nuclear technology for peaceful purposes, economic sanctions aimed at gaining desirable economic growth and trade indices, as well as growing political threats.


The US associates the minutest of Iran’s scientific and technological advances to military and nuclear issues and terrorism. But they well know that Iran does not need a nuclear bomb, it has not kept any place for it in its strategies, neither do such things as nuclear weapons comply with the teachings of Islam or the revolution. Accordingly, as Chomsky has said, Iranians have the best justification for preventive measures in defending themselves.


Besides former UN secretary general Kofi Annan, Hans Blix, former head of UN arms inspectors, Mohammed ElBaradei, former secretary general of the International Atomic Energy Agency , and some other officials and international bodies, as well as the NPT founder have stressed the rightful nature of Iran using the peaceful nuclear energy, denouncing US approach to Iran as biased. He believes America’s double standards create schism and anarchy vis a vis the implementation of the NPT.


It seems now that gaining the title of the regions’ first power and Iran’s national will to gain access to long term economic and welfare indices have been well embodies in the 20-year national plan, the US has now started to fight Iran’s scientific and technological achievements. It seems hard for Americans to believe that after years of intense sanctions, Iran has relied on domestic capabilities to find access to nuclear knowhow and make progress in such advanced fields as nano technology, stem cells, laser, radars, and missiles.


It is interesting that before the revolution, the US, Israel, and some of their European allies were busy with building nuclear installments in Iran. It is lucky that in past years some internationally known figures have made remarks about the high stance of Iran in the Middle East and Asia. One such recent statement was made by a deputy of the Russian Duma in 2005, saying: Currently Iran is a regional super power. It has all the tools it takes to claim super power not only in the Middle East region, but at the international level.


Noam Chomsky once said regarding Iran’s security concerns and the US policy against Iran: Iran is facing various sanctions. the country is surrounded by countries seized by the US or in possession of nuclear weapons. Some way beyond Iranian borders, you got Israel with hundreds of nuclear weapons. Israel is basically a country that is considered as a military base for the US and is one of the biggest and most equipped air forces compared to any other country in NATO, except for America itself.


Iran has been a staunch critic of any sort of nuclear activity. It has been acting legally in jointing the NPT. In a proposal which was greeted by many countries at the UN, Iran called for a Middle East free of nuclear weapons. This can pave the way for the complete eradication of the threat from the world and the lives of people.
